Only approved student organizations may conduct student activities on or off campus. All University activities conducted by an officially recognized student organization at Delta State University must be approved by the Vice-President for Student Affairs. Initial scheduling and planning should begin early enough to have administrative approval five days prior to the event. These events should be cleared and entered on the University calendar before any arrangements are made for food, bands, meeting facilities, etc.
The University holds the officers and Faculty Advisor of organizations responsible for the planning, scheduling, and over-all conduct of the activities of their organizations. The officers and the advisors of the organizations sponsoring the activity also have the primary responsibility of seeing that these activities are in accord with University regulations.
The University Calendar is maintained in the Student Development Union Office and can be viewed on the University website. Facility reservation forms may be printed from the University website or picked up in the Student Development Union Office, Union 200. Student organization handbooks which outline policies and procedures are also available in this office or the University website.
No on-campus student activity is to last beyond 12:00 a.m., Sunday through Thursday, 1:00 a.m., on Friday and Saturday. Outdoor events may have different regulations if noise factors are prevalent.
No student activity should be held during DEAD WEEK. Non-class time during this week is set aside for study.
University groups are encouraged to hold their activities on campus. When an on or off campus facility is used by an organization, the organization is expected to observe to the fullest extent the rules and regulations governing the establishment. The University, however, is not responsible for actions of members of organizations or their guests at functions held off campus.
Organizations may use facilities such as buildings, grounds, etc., subject to the regulations of the University. Requests for facilities not regularly designed for student activities must be made through the Student Development Union Office.
University regulations governing students and visitors will be maintained at all approved social affairs.
The responsibility for the interpretation and enforcement of University regulations rests with the appropriate DSU person in charge of the event. Organization members assume full responsibility for their conduct and that of their guest.
Any student parade, serenade, demonstration, rally, and/or other meeting or gathering for any purpose conducted on the campus at Delta State University must be scheduled with the President or his designated agent at least forty-eight hours in advance of the event. Names of the responsible leaders of the group must be submitted to the institution at the time of scheduling. The terms and conditions, including all audiovisual aids used to promote such assemblies and demonstrations, are determined by the institution. The use of any statements, signs, and/or pictures that are normally considered in poor taste are not permitted. Organizations which meet at regular times and places may, at the beginning of each semester, schedule such meetings with the designated official. Students assembling for meetings not authorized in accordance with these regulations are subject to disciplinary action which may result in dismissal from Delta State University. A student present at such unauthorized meetings is considered to be a participant.
The following regulations are essentially ones of long standing. The section relating to sales agents is restated primarily as a result of numerous student complaints concerning salesmen contacting them in the residence halls, married student apartments, the student union, etc.
I. Sales Agents - Sales agents for insurances, investments, cookery, jewelry, books, magazines, services, etc. will NOT contact students, faculty, staff, or employees in the residence halls, student union, offices, and work station on the university campus or grounds, except under the following conditions: 1) In the residence halls and apartments - NO EXCEPTIONS; 2) In the student union - On Only with approval of the Director of the Union. Such approval may be given for a specified period and not as permanent permission; 3) To faculty members - Only with the approval from the VPAA or the appropriate school or college dean; 4) To staff members and other employees - Only with the approval from the employees’ supervisor.
Deliveries may be made to the campus, provided no solicitor comes to the campus to take such orders. There is not an intention to limit or restrict the sale or solicitation of business to Delta State University personnel, provided such sale or solicitation is not done on the university campus or grounds.
NOTE: Any off-campus salesman violating these regulations will be asked to leave the premises. Upon a second violation, he/she will be subject to a trespassing penalty.
II. Consumer Goods - 1) Consumer Goods Vending is under supervision of the University Business Office; 2) The sale of most items for consumption (i.e. cold drinks, candy, cookies, sandwiches, etc.) will be handled in the student union and in campus vending machines; 3) There will be no peddling or vending of consumer goods by students in campus buildings or on campus grounds unless prior approval is obtained from the Coordinator of Student Development or the VPSA; 4) University recognized clubs and organizations wishing to sell items at university athletic events must seek approval, first, through the Coordinator of Student Development, then through the Athletic Director; 5) A request for approval of a fundraising activity must be filed with the Coordinator of Student Development in the Student Development Union Office (Union 200) at least three days prior to the beginning of the project.
III. Violations - Violations of these regulations by a person connected with Delta State University will be subject to disciplinary action. Any off-campus salesman violating these regulations will be asked to leave the premises. Upon a second violation, he/she will be subject to a trespassing penalty. Violations of these regulations should be reported to: 1) Concerning residence halls/university housing - The Director of Housing & Residence Life; 2) Concerning faculty members - The Vice President for Academic affairs; 3) Concerning staff members and other employees - The employee’s direct supervisor; and 4) Concerning the Student Union - the Director of the Union.
